Frank Youngman has lived in Highlands County for over 50 years and worked here for over 20. As Chairman of the Board of Adjustment and a member of the Planning Commission, he’s helped modernize county policies while defending landowners’ rights.
He owns Florida Grove Hedgers, a local business serving the citrus industry. Frank has served on the Farm Bureau, Citrus Growers Association, and Cattleman’s Association.

I will prioritize initiatives that enhance student learning outcomes, such as investing in high-quality, proven curriculum, supporting teachers with pay and professional development, and promoting successful programs that close achievement gaps.
Managing the school district’s budget efficiently is crucial. As a school board member, I will focus on transparency and make sure taxpayer dollars are allocated toward programs and resources that directly benefit student achievement and school improvement, while cutting unnecessary and wasteful spending.
